SIT chief MS Chauhan goes missing

Taba Ajum

ITANAGAR, Oct 17: In a bizarre incident IPS officer Mayank S Chauhan went missing from Tippi in West Kameng district around 2.30 PM yesterday. Chauhan is superintendent of police, special investigation team (SIT) which is probing multi crore PDS scam in the state.

According to the West Kameng police source, Chauhan accompanied by inspector Mohan Kaye and PSO Virender Kumar were on their way to Tawang. As per the version of Kaye, near Tippi petrol pump, Chauhan got down and asked them to wait for him at a nearby river where he would join them for lunch.

The two waited for around 20 minutes and when SP did not turn up, they got worried. They repeatedly called him but he did not answer the phone. Later they realized that, he had left the mobile phone in the car. The duo for two hours frantically searched him and later around 5 PM they reported the matter to Bhalukpong police station.

Till the filing of this report, there was no news about his whereabout.

When contacted superintendent of police West Kameng, T T Lama informed that a   kidnapping case has been registered in this regard. “Even though we have registered kidnapping case but chances of him being kidnapped is almost nil. The place from where he supposedly went missing is a crowded place and therefore question of kidnapping does not arise. However at this moment we are investigating from every possible angle,” said SP Lama.

The incident has left everyone including police personnel baffled. Chauhan has been provided with Y category police security because of the nature of investigation he is heading. The person with Y category has a security cover of 11 personnel. Further such person needs to report their movement to the district police officials. In this case, Chauhan was only accompanied by two police personnel and surprisingly he did not inform West Kameng police officials about his movement. Though he was on a private visit to Tawang, the negligence shown by his personal security officers and Chauhan himself is a serious cause of concern. Chauhan was appointed as special investigating officer of the multi-crore PDS scam in Arunachal Pradesh in 2008 by Gauhati High Court. The four years of investigation has not yielded any major result till date.

Capital bandh evokes mixed response

Staff Reporter

ITANAGAR, Oct 17: The 12-hour capital bandh call given by All Capital Complex Unemployment Youth Association had evoked mixed reaction today. While most of the shops and government offices remained open, the vehicle movement was somewhat limited.

As usual in the morning hours, majority of shops and petrol pumps were closed.

However in a joint patrolling done by the deputy commissioner Capital, SP, ADC and other officers appeals were made in the market areas through PA systems to open the shops. Similar appeals were made to members of Transport Federations/ Associations to ply their passenger/ goods transport vehicles so that no unnecessary inconvenience occurs to the general public. The officers including Sanjay Goel, DC, Capital, Surendra Kumar, SP (City), Bokar Basar, ADC also personally visited various petrol pumps and made them to open shops while assuring them of full security. Their appeal made immediate impact and by around 10 am most of the shops of capital were open for business. The vehicle movements also increase by that time.

The strict order issued by chief secretary Tabom Bam asking all the government employees to report office on bandh day seems to have worked as today all the office remained open and employees turned up in large number. Most of the government schools were also open.

Meanwhile DC Capital Sanjay Goel said these developments were a positive step in discouraging the “Bandh” culture, which has besieged the State Capital.

Pasighat bandh affects normal life

Correspondent

RUKSIN, Oct 17: The second day of 72-hr East Siang bandh called by Pasighat Peoples Welfare Committee (PPWC) and its allies to protest the irregular and erratic power supply in Pasighat town and adjoining areas was peaceful till filing of this report this evening.

Most of the government offices, banks, oil depots, shops and other business establishments remained closed in Pasighat today affecting normal life.

All type of  public, private and government vehicles were off the road for the second day.

Deputy Commissioner RK Mishra along with Dy SP BS Mahra and police team visited in and around Pasighat Township to take stock of the law and order situation. Adequate security personnel were deployed in all the venerable places. No untoward bandh related incident has been reported from any corner of the district so far.

The bandh evoked partial response in Ruksin as some shops were seen opened this evening for few hours. However, banks and most of the government offices remained closed for the second day today in Ruksin. Hospitals, health clinics and educational institutions have been exempted from the purview of the bandh.

The local administration here has expressed its helplessness to deal with the bandh as there was no clear cut instruction from the state government’s end. Report from Mebo said that there was  no effect on normal life of the people during the bandh period in the flood-hit sub-division.

The bandh has evoked mixed reaction among the public leaders in the district.

Opposing the bandh, Lok Sabha MP (East-Arunachal) Ninong Ering, who is a native of Pasighat, said that the state government has given adequate fund for improving power supply system in the district. The failure is due to ‘inefficiency’ of the departmental engineers, he claimed.

Another public leader Kaling Moyong said that electricity and drinking water have become perennial problems in Pasighat which is compelling people to opt for the path of agitation for their survival.

Supporting the bandh call, the district BJP president Denniel Mibang alleged that the authority is suppressing the people’s voice instead of providing the basic needs. The authority wakes up when there is a meeting or agitation against the authority. The same opinion was echoed by the BJP state council member Lenjing Pertin.

The bandh has mostly affected the normal life in Pasighat area as the common people are suffering from food and fuel shortage due to complete halt in regular transportation of essential commodities due to frequent bandh calls. The daily wage earners were the worse sufferer of the bandh.

In Boleng, bandh was reported to be total.

Meanwhile, PPWC Chairman cum ZPM Okom Yosung has demanded a written assurance from the government for permanent restoration of power supply in the district. It threatened to launch its 4th phase movement, if their demand is not fulfilled.

PPWC expressed their gratitude to the people of Mebo, Sille-Oyan, Ruksing, Bilat, Ledung and Boleng circles for extending constant supports to the movement for permanent solution to the power crisis in the district.

PMA appeals AESDSU to call off bandh

Meanwhile, the members of Pasighat Market Association (PMA), who are busy preparation for the ensuing Durga Puja celebration, is facing great problems due to frequent Pasighat bandh called by the PPWC and other students unions.

Observing the problems, the PMA led by Onyok Tamuk today appealed to the bandh callers to withdraw/postponed their bandh calls for the next few days. Expressing solidarity towards their democratic movement,  the PMA requested All East Siang District Students Union (AESDSU) and other organizations not to call any bandh during the Durag Puja.  The bandh will affect smooth celebration of the puja besides creating problems for the devotees, it appealed

ITANAGAR, Oct 17: Chief Minister Nabam Tuki, accompanied by Rajya Sabha MP Mukut Mithi, Lok Sabha MP Takam Sanjoy and Planning, Finance & PWD Minister Chowna Mein, today returned to the state capital after a three-day whirlwind tour of Nafra in West Kameng district and Lada and Chayangtajo in East Kameng district. While the leaders joined the Chindang festival celebrations of the Sajalong community at Nafra and Lada on October 15, they attended a public meeting next day at Chayangtajo besides laying foundation stones of at least four mega projects. Arunachal Pradesh Building & Other Construction Workers’ Welfare Board (APBOCWWB) Chairperson Jalley Sonam also joined the entourage from Lada.

Lada, an administrative circle, is yet to be connected by road. Addressing a gathering of Sajalongs, Nyishis and Puroiks, the Chief Minister assured that construction of the road from Bameng to Lada will be taken up on war footing under Pradhan Mantri Grameen Sadak Yojna (PMGSY). He also promised to send 500 pieces of blankets for Gaon Buras, widows and old women of Lada. To a demand for construction of a 1.5 MW hydro Power, he ordered a detailed survey and investigation of the project by concerned department.

On the other hand, while Sanjoy assured Rs 40 lakh for construction of a community hall at Lada, Mithi offered to fund any feasible project in the circle from his MP LAD.

Being the PWD Minister, Chowna Mein assured to open a JE Office at Lada.

Host and Parliamentary Secretary Kumar Waii, who had arrived at Lada couple of days ago, hailed the Chief Minister’s entourage for joining the Chindang celebration in one of the remotest places of the state. He also appealed the people not to get swayed away by hearsay of political differences within the ruling party.

At Chayangtajo, Tuki laid the foundation stones of the newly established ADC (Independent) Headquarters, Government Polytechnic, the inter-district road from Chayangtajo to Passang in Kurung Kumey district, and the water supply project (2.18 MLD) for Chayangtajo township.

He also inaugurated the newly constructed 100 capacity girl’s hostel of the Kasturba Gandhi Ballika Vidyalay (KGBV).

In a public meeting arranged by local MLA Karya Bagang, the Chief Minister announced Rs 1 crore for construction of the ADC office, which he said would be on a mini-secretariat model. Additional funds would be provided in the later stages, he assured. He also announced Rs 1.5 crore from SPA for construction of the ADC’s and staff’s residences while assuring to provide Rs 10 lakh for procurement of a DG set for power supply to the township till a permanent solution to the power crisis is evolved. The CM also assured to take up the Pipu and Gawepurang roads on top priority.

Both the CM and PWD Minister echoed the concern expressed by the people on the plight of the 81 km Seppa to Chayangtajo road being undertaken by Gammon India. They assured the people that the government would take up the matter seriously and ordered a detailed status report immediately.

Meanwhile, Mukut Mithi, who is also President of the Pradesh Congress Committee, welcomed the joining of Karya Bagang into the Congress Party. He also officially welcomed all her supporters and party workers into the Congress fold.

Karya Bagang was an MLA of the Trinamool Congress but had joined the Congress along with other four compatriots on October 8 last.

Sanjoy, on the other hand, in his usual straightforward manner cautioned the people, especially strayed youths, against bringing a bad name to the area and the community. He appealed all to stay away from anti-social and criminal activities and asserted that then only development would flow in rapidly from all directions.

NYP chief lauds GoAP CMLMS school

NAMPONG, Oct 17: National Youth Project (NYP) director Dr S N Subba Rao today lauded GoAP for its biggest revolutionary skill development experiment - the CM’s Livelihood Mission School (CMLMS) scheduled to be launched here by Chief Minister Nabam Tuki Thursday.

Addressing the concluding function of the three-day Bal Mela (Children’s festival) here, Dr Rao said that the initiative would bring attitudinal change among the school dropouts and help them earn a decent livelihood while contributing towards nation building.

Earlier, Agri, Horti, Animal Husbandry & Dairy Development Minister Setong Sena described the CMLMS as a path breaking so as to turn the energy of the local youth of his assembly constituency productive instead of going waste under the influence of negative forces.

With materialism is taking deep roots and brining fast change in the life style of the tribals, the value of education is diminishing day by day, which is a matter of great concern and needs a serious introspection before it is too late, Sena said.

Appreciating Bharatiya Adimjati Sevak Sangh (BASS) secretary Manorama Saikia for nurturing the hapless children, Sena assured all possible help before announcing that he has permitted the NYP to assist the stay home in whatever way possible.

The festival has been organized at the right place involving the most deserving children, he said while appreciating NYP and Gandhi Smriti and Darshan Samiti for the initiative.

Nampong ZPM T Tikhak exhorted the children to make all out efforts to become worthy citizens through value-based education that teaches religious tolerance and social harmony, the need of the hour.

“You are tomorrow’s mother and children,” Tikhak said, adding "Insaaf ki dagar pey bachcho dikhao chalkey, yeh desh hey tumara neta tumhi ho kalkey”   (Oh children walk on the path of truth as the nation belongs to you and you are tomorrow’s leader).

NYP-AP vice president Pradeep Kumar earlier highlighted the history of NYP and how Bhaiji had launched the Sadbhabana Rail Yatra in two trains at the desire of GoI in 1993-94 to tour 25 states, including Ledo to spread the message of communal harmony after the nation was facing the threat of divisive forces following the 1989 Bhagalpur carnage and 1992 Mumbai bomb blast.

Dance director Narendra Bhai and Ekta Parishad president PV Rajagopal, now and mentor of Jansatyagraha, a mass movement for land, water and forest rights of the poor people, were also part of the 2 lakh rallists who had participated in the Sadbhaban Rail Yatra.

94 days have passed. The culprits involved in the July 15 attack on The Arunachal Times associate editor Tongam Rina are still at large.

Development is necessary but not at the cost of nature

Pisi Zauing

Arunachal Pradesh is known worldwide not only as land of rising sun but most regarded for housing various species of wildlife and its habitats infested with greeneries. But a question that dominates every likeminded mind today is whether Arunachal can sustain mindless deforestation and poaching? However, Nabum Tuki deserves appreciation for becoming the first chief minister of the state to voice concern for forest and wildlife in the form of “The Arunachal Pradesh Forest and Special Tiger Protection Forces Bill 2012”.

Because of our peculiar biosphere and eco-system and strategic balance between climates, geography, geology and other natural resources that nature has bestowed our environment sustains life and growth. That’s perhaps the reason why there exists a direct correlation between environmental conditions and physiological functions. But inspite of our marvellous adaptability the change in climate affects human behavioural pattern.

Widespread degradation of ecology can be attributed to indiscriminate exploitation of natural resources, industrial development, cash crop plantations where huge manures and insecticides are used to enhance productivity and rapid growth of population. Massive soil erosion in floods and drastic loss of green cover is a cause of great concern. If we are to preserve our flora and fauna drastic steps need to be initiated. Cooperative efforts are needed as the trend is threatening wildlife and there is great risk of water scarcity and chances of many species of animals and plants getting extinct cannot be ruled out.  Naturally the deterioration in eco-system endangers food security and agricultural productivity. There is no denying the fact that that food shortage, water scarcity and ecological degradation go hand in hand.

Owing to indiscriminate deforestation throughout the state there have been violent changes in our surroundings in violation of human values, balance in nature and harmony of relation between man and nature. Technological and industrial expansion and up-gradation of money spinning horticulture and agriculture ventures are utmost essential for state’s progress but it should not be at the cost of nature. We have to preserve our valuable natural resources and stop their fast depletion as it is proving to be harmful and indicative of imbalance in nature and environment. These dangerous trends have set alarm bells ringing and ushered in degradation in the quality of biological life.

On one hand the state government is constantly banking on its green forest cover but on the contrary the indiscriminate exploitation of natural resources is enhancing ecological insecurity. The level of exploitation is ascending well beyond biological endurance that invites greater environmental awareness and literacy so that Arunachal’s rich biodiversity is preserved. The awareness campaign should start from every periphery and those in power needs to take best advantage of every public gathering by pronouncing slogans for protection of plants and animals.

Successive state governments in the last few decades used its forest cover as a tool to impress central leaderships to amass funds for the state but took no concrete steps to preserve greenery. However, it is deeply encouraging that Nabum Tuki government is committed to draft separate forest law for the state. Tuki led government is the first government to realize the fact that greenery means Arunachal and developing Arunachal without forest is a distant dream.

But depending solely on the state government for protection of forest and wildlife is ignorance and over expectation. It is the citizen who has to lead and bring back the lost glory of the state. The participation of the public is mandatory for success of any movement. Help must become an integral ingredient for the efforts for restoring the ecological health and environmental balance. Without this balance and harmony any productivity and progress would be counter- productive.

The govt must force green coverage throughout the state by initiating positive steps towards promotion of social forestry in villages and towns which would greatly help regain ecological balance and health and save the land from environmental pollution, erosion and recurring floods.  It is imperative that the government strive for greater and abiding coherence, harmony and friendliness between nature and Arunachalees by putting a brake to the depletion of natural resources still in abundance. It is necessary to increase the comforts and conveniences but at the same time it must be seen that soul and the rapport between man and nature is not lost.  Environment has no fixed boundaries and a polluted environment in one district is bound to adversely affect many others in vast and distant regions. Love, care and continuous concern for nature should become part of individual and social behaviour.

It must be ensured that environmental protection, wildlife conservation and project tiger etc. do not remain a mere fashion and slogan-shouting but a realization and translation into reality. Arunachal must accelerate its efforts to safeguard the state’s bio-diversity and ecological security. Yes, together we can shape Arunachal where man, animal and plant can co-exist peacefully.

Contribute something to society

Dear Editor,

Calm and silence everywhere due to bandh call. As I was sitting ideal a thought strike me. There are some advantages of frequent band calls in context of Arunachal Pradesh.

Pollution control: No sound of irritating tempos and trekkers; complete peace of mind to sleep, walk, read. Indirectly, it was a non-honking day.

Air pollution - No exhaust of harmful gases like SO2, NO2, CO2 etc from vehicles. Fresh air to breathe and no global warming and melting of polar ice. Environmentalists are happy !

Land pollution - At least the city is saved from plastics, papers for a day or two. Garbage dumped and thrown every nook and corner get time to degrade comfortably. UD have no time. Let it happens biologically.

Pollution Control Board of Arunachal and Urban Development should be happy as the bandh callers are helping them directly or indirectly. The board better ties up or sign a MoU with bandh callers.

Other notable advantages are:

Life saving: No accidents of cars and bikes at least for a day on the already congested and dilapidated NH-52A. Save of life, money, medicines.

Money saving: No need to attend duty and hence no need to pay exorbitant rupees for a kilometer of journey. A day saved from daylight robbery from taxi wallas, autowallas etc.

And above all bandh callers are preserving our culture as a saying goes ‘loss of culture is loss of identity’. Hence, the bandh callers are helping us doing so. The bandh callers are preserving the culture of potholes on roads, garbage, no airport, unemployment, traffic jams, murders, crimes, chaos etc. These things have become identity card and culture of the land of rising sun.

When will our people refrain from strikes, bandh calls and rather help in development of the state. There are various other democratic movements to protest rather than destroying public properties, causing losses to common people. It’s the common people who have to suffer most at no fault of theirs. I through your esteemed would like to appeal the youths to think rationally and contribute something to the society.

It won’t be wrong to coin our state as a ‘Failed state’.

Yours’

We are here to bring happiness

Dear Editor,

Through your esteemed daily, I, on behalf of UD deptt, Pasighat would like to express my deep regret for causing inconvenience to the people of Solung ground and some other places at Pasighat town.

We could not inform the public in advance due to shortage of time at the start of the work but the restoration of pipelines shall be done within shortage possible time.

However, it is sad to know that news item on Oct 16  -“People blame UD deptt for drinking water problem" was tagging the UD deptt as villain by saying - … ‘is accustomed to break drinking water pipeline without any hesitation thus showing utter irresponsibility.’

Being a responsible department, we highly respect and regards public sentiment. Our endeavour is to bring happiness to the people at all the places through our sincere, dedication and sheer hard work. Whether it is cleanliness of town or any other work, our aim is to multiply happiness and comfort of people.

It is however sad to know that such highly esteemed and responsible person in society are tagging UD deptt as villain which is rather irresponsible, illogical and irrelevant  and unbecoming of their stature.

Yours’

Common people are feeling insecure. Police are inefficient and an adequate. Therefore, I on behalf of Apatani Youth Association demand immediate transfer of all police officers and replace them with efficient officers and post more police forces at the earliest.

Food security

The aim of achieving food security across the globe will become increasingly elusive unless countries factor the planet's nature-based services into agricultural and related planning, a report released from the UN Environment Programme (UNEP) says.

Safeguarding the underlying ecological foundations that support food production, including biodiversity will be central if the world is to feed seven billion inhabitants, climbing to over nine billion by 2050 argues the study Avoiding Future. The report aims to increase the focus on these crucial aspects, which are being undermined by overfishing, unsustainable water use, environmentally degrading agricultural practices and other human activities. It also frames the debate in the context of the green economy, calling for food production and consumption practices that ensure productivity without undermining ecosystem services.

While pointing out the current challenges, the report also offers a clear way forward to shore up the ecological foundations and improve food security. It issues recommendations on the redesign of sustainable agriculture systems, dietary changes and storage systems and new food standards to reduce waste.

The report took a holistic approach to analyzing the food system. Twelve scientists and experts authored the report, covering many different areas of expertise including food consumption patterns, agricultural production, marine fisheries and inland fisheries.

They found that while agriculture provides 90 per cent of the world's total caloric intake, and world fisheries provide the other 10 per cent, these life-supporting industries face many threats, all of which are exacerbated by underlying driving forces such as population growth, income growth and changing lifestyles / diets linked to urbanization.
