SIT chief MS Chauhan goes missing

ITANAGAR, Oct 17: In a bizarre incident IPS officer Mayank S Chauhan went missing from Tippi in West Kameng district around 2.30 PM yesterday. Chauhan is superintendent of police, special investigation team (SIT) which is probing multi crore PDS scam in the state.
According to the West Kameng police source, Chauhan accompanied by inspector Mohan Kaye and PSO Virender Kumar were on their way to Tawang. As per the version of Kaye, near Tippi petrol pump, Chauhan got down and asked them to wait for him at a nearby river where he would join them for lunch.
The two waited for around 20 minutes and when SP did not turn up, they got worried. They repeatedly called him but he did not answer the phone. Later they realized that, he had left the mobile phone in the car. The duo for two hours frantically searched him and later around 5 PM they reported the matter to Bhalukpong police station.
Till the filing of this report, there was no news about his whereabout.
When contacted superintendent of police West Kameng, T T Lama informed that a kidnapping case has been registered in this regard. “Even though we have registered kidnapping case but chances of him being kidnapped is almost nil. The place from where he supposedly went missing is a crowded place and therefore question of kidnapping does not arise. However at this moment we are investigating from every possible angle,” said SP Lama.
The incident has left everyone including police personnel baffled. Chauhan has been
provided with Y category police security because of the nature of investigation he
is heading. The person with Y category has a security cover of 11 personnel. Further
such person needs to report their movement to the district police officials. In this
case, Chauhan was only accompanied by two police personnel and surprisingly he did
not inform West Kameng police officials about his movement. Though he was on a private
visit to Tawang, the negligence shown by his personal security officers and Chauhan

As usual in the morning hours, majority of shops and petrol pumps were closed.
However in a joint patrolling done by the deputy commissioner Capital, SP, ADC and other officers appeals were made in the market areas through PA systems to open the shops. Similar appeals were made to members of Transport Federations/ Associations to ply their passenger/ goods transport vehicles so that no unnecessary inconvenience occurs to the general public. The officers including Sanjay Goel, DC, Capital, Surendra Kumar, SP (City), Bokar Basar, ADC also personally visited various petrol pumps and made them to open shops while assuring them of full security. Their appeal made immediate impact and by around 10 am most of the shops of capital were open for business. The vehicle movements also increase by that time.
The strict order issued by chief secretary Tabom Bam asking all the government employees to report office on bandh day seems to have worked as today all the office remained open and employees turned up in large number. Most of the government schools were also open.
Meanwhile DC Capital Sanjay Goel said these developments were a positive step in discouraging the “Bandh” culture, which has besieged the State Capital.

Most of the government offices, banks, oil depots, shops and other business establishments remained closed in Pasighat today affecting normal life.
All type of public, private and government vehicles were off the road for the second day.
Deputy Commissioner RK Mishra along with Dy SP BS Mahra and police team visited in and around Pasighat Township to take stock of the law and order situation. Adequate security personnel were deployed in all the venerable places. No untoward bandh related incident has been reported from any corner of the district so far.
The bandh evoked partial response in Ruksin as some shops were seen opened this evening for few hours. However, banks and most of the government offices remained closed for the second day today in Ruksin. Hospitals, health clinics and educational institutions have been exempted from the purview of the bandh.
The local administration here has expressed its helplessness to deal with the bandh
as there was no clear cut instruction from the state government’s end. Report from

The bandh has mostly affected the normal life in Pasighat area as the common people are suffering from food and fuel shortage due to complete halt in regular transportation of essential commodities due to frequent bandh calls. The daily wage earners were the worse sufferer of the bandh.

Meanwhile, PPWC Chairman cum ZPM Okom Yosung has demanded a written assurance from the government for permanent restoration of power supply in the district. It threatened to launch its 4th phase movement, if their demand is not fulfilled.

Meanwhile, the members of Pasighat Market Association (PMA), who are busy preparation for the ensuing Durga Puja celebration, is facing great problems due to frequent Pasighat bandh called by the PPWC and other students unions.
Observing the problems, the PMA led by Onyok Tamuk today appealed to the bandh callers to withdraw/postponed their bandh calls for the next few days. Expressing solidarity towards their democratic movement, the PMA requested All East Siang District Students Union (AESDSU) and other organizations not to call any bandh during the Durag Puja. 80 housewives in a day-
This training would not only help them in making quality and hygienic pickles but also ensure judicious utilization of raw materials available in the area like bamboo shoots, ginger etc. which are often left wasted, the organizer said in a release. These products could also be sold in the local markets to boost economic status of the family.

Arunachal Pradesh is known worldwide not only as land of rising sun but most regarded for housing various species of wildlife and its habitats infested with greeneries. But a question that dominates every likeminded mind today is whether Arunachal can sustain mindless deforestation and poaching? However, Nabum Tuki deserves appreciation for becoming the first chief minister of the state to voice concern for forest and wildlife in the form of “The Arunachal Pradesh Forest and Special Tiger Protection Forces Bill 2012”.

of natural resources, industrial development, cash crop plantations where huge manures
and insecticides are used to enhance productivity and rapid growth of population.
Massive soil erosion in floods and drastic loss of green cover is a cause of great
concern. If we are to preserve our flora and fauna drastic steps need to be initiated.
Cooperative efforts are needed as the trend is threatening wildlife and there is
great risk of water scarcity and chances of many species of animals and plants getting
extinct cannot be ruled out. Naturally the deterioration in eco-

On one hand the state government is constantly banking on its green forest cover but on the contrary the indiscriminate exploitation of natural resources is enhancing ecological insecurity. The level of exploitation is ascending well beyond biological endurance that invites greater environmental awareness and literacy so that Arunachal’s rich biodiversity is preserved. The awareness campaign should start from every periphery and those in power needs to take best advantage of every public gathering by pronouncing slogans for protection of plants and animals.
Successive state governments in the last few decades used its forest cover as a tool to impress central leaderships to amass funds for the state but took no concrete steps to preserve greenery. However, it is deeply encouraging that Nabum Tuki government is committed to draft separate forest law for the state. Tuki led government is the first government to realize the fact that greenery means Arunachal and developing Arunachal without forest is a distant dream.
But depending solely on the state government for protection of forest and wildlife
is ignorance and over expectation. It is the citizen who has to lead and bring back
the lost glory of the state. The participation of the public is mandatory for success
of any movement. Help must become an integral ingredient for the efforts for restoring
the ecological health and environmental balance. Without this balance and harmony
any productivity and progress would be counter-
The govt must force green coverage throughout the state by initiating positive steps towards promotion of social forestry in villages and towns which would greatly help regain ecological balance and health and save the land from environmental pollution, erosion and recurring floods. It is imperative that the government strive for greater and abiding coherence, harmony and friendliness between nature and Arunachalees by putting a brake to the depletion of natural resources still in abundance. It is necessary to increase the comforts and conveniences but at the same time it must be seen that soul and the rapport between man and nature is not lost. Environment has no fixed boundaries and a polluted environment in one district is bound to adversely affect many others in vast and distant regions. Love, care and continuous concern for nature should become part of individual and social behaviour.

Calm and silence everywhere due to bandh call. As I was sitting ideal a thought strike me. There are some advantages of frequent band calls in context of Arunachal Pradesh.
Pollution control: No sound of irritating tempos and trekkers; complete peace of
mind to sleep, walk, read. Indirectly, it was a non-

Land pollution -
Pollution Control Board of Arunachal and Urban Development should be happy as the bandh callers are helping them directly or indirectly. The board better ties up or sign a MoU with bandh callers.
Other notable advantages are:
Life saving: No accidents of cars and bikes at least for a day on the already congested
and dilapidated NH-
Money saving: No need to attend duty and hence no need to pay exorbitant rupees for a kilometer of journey. A day saved from daylight robbery from taxi wallas, autowallas etc.
And above all bandh callers are preserving our culture as a saying goes ‘loss of culture is loss of identity’. Hence, the bandh callers are helping us doing so. The bandh callers are preserving the culture of potholes on roads, garbage, no airport, unemployment, traffic jams, murders, crimes, chaos etc. These things have become identity card and culture of the land of rising sun.
When will our people refrain from strikes, bandh calls and rather help in development of the state. There are various other democratic movements to protest rather than destroying public properties, causing losses to common people. It’s the common people who have to suffer most at no fault of theirs. I through your esteemed would like to appeal the youths to think rationally and contribute something to the society.
It won’t be wrong to coin our state as a ‘Failed state’.

Our endeavour is to bring happiness to the people at all the places through our sincere, dedication and sheer hard work. Whether it is cleanliness of town or any other work, our aim is to multiply happiness and comfort of people.
It is however sad to know that such highly esteemed and responsible person in society are tagging UD deptt as villain which is rather irresponsible, illogical and irrelevant and unbecoming of their stature.

Law and order deteriorating
Dear Editor,
Through this daily I would like to inform the higher authorities of the Govt that there has been complete breakdown of law and order at Hapoli town. Market remains closed for last five days as a mark of protest against inaction from police and district administration to nab the miscreants who seriously injured businessman R Chakravorty. Common people are feeling insecure. Police are inefficient and an adequate. Therefore, I on behalf of Apatani Youth Association demand immediate transfer of all police officers and replace them with efficient officers and post more police forces at the earliest.

Food security
The aim of achieving food security across the globe will become increasingly elusive
unless countries factor the planet's nature-
Safeguarding the underlying ecological foundations that support food production, including biodiversity will be central if the world is to feed seven billion inhabitants, climbing to over nine billion by 2050 argues the study Avoiding Future. The report aims to increase the focus on these crucial aspects, which are being undermined by overfishing, unsustainable water use, environmentally degrading agricultural practices and other human activities. It also frames the debate in the context of the green economy, calling for food production and consumption practices that ensure productivity without undermining ecosystem services.
While pointing out the current challenges, the report also offers a clear way forward to shore up the ecological foundations and improve food security. It issues recommendations on the redesign of sustainable agriculture systems, dietary changes and storage systems and new food standards to reduce waste.
The report took a holistic approach to analyzing the food system. Twelve scientists and experts authored the report, covering many different areas of expertise including food consumption patterns, agricultural production, marine fisheries and inland fisheries.
They found that while agriculture provides 90 per cent of the world's total caloric
